Unable to claim Argon

I literally just unboxed a Particle Argon and am trying to claim the device and get a message “Another account already owns this device. Ask the owner to release the device before continuing“. How is this possible for a brand new device literally just unsealed from the sealed kit? How can I claim this device in my account?

Even after a factory reset of the device, when trying to add the device on console.particle.io, I get this message:

Some devices could not be imported. The following devices belong to someone outside of your organization:

Send the Device ID (24 character hex), the email address for the account you are trying to claim to, and where you purchased the device from in a private message to @support along with a link to this post so it can be investigated. Click on the link and select Message.

It will take longer to determine how you got that device, but for now I released it so you can set it up as a new device. It was originally shipped and set up in September 2019.
