Which functions count toward data operations

Is there a way to know which functions count toward data operations? I assume the Cloud functions do but are there others that count. I was somewhat assuming Time functions did as well because I was unsure how the device would now the time other than perform form of backend data operation to get the time. Can I use all of the Time functions without using data operations to check the time and then perform actions based on the time?
