Unable to flash Photon. Request Timed Out, LED white blinking slowly, WiFi is off

I am unable to flash new code to Photon. The error message on the IDE is Request Timed Out. The last code flashed keeps the WiFi turned off until it is needed. This was done with the intent of improving battery life. Therefore the LED is slowly flashing white as I believe is expected. WiFi goes on just long enough to execute a Particle.variable.

According the IDE, the system firmware is 0.6.1. I have not made changes to the firmware.

What can I do to fix this problem so new code can be flashed?

Place it in Safe mode and flash your user firmware again.
