Photon: LED red-blinking out of box

This is my second Photon and I had problems with both.
This one is red-blinking out of box. I tried to go to safe mode but failed. It went to red-blinking again after I follow SafeMode steps. After some red-blinking it stays at White LED Breath status (seems like without WIFI signal?).
Any suggestions?
