For the Photon, the last stable release is 0.6.3. All the more recent releases 0.7.0 and 0.8.0 are mentioned as pre-releases.
Are those pre-releases safe to use or are they just not stable enough?

They are safe to use and test, they include some improvements over the current 0.6.3 but they are asking people to use and test these newer firmware to see if there are any issues found by users before making it an official firmware.
