Particle Debugger to fix corrupted photon bootloader is not working

I have Particle Debugger and old photon ( corrupted bootloader with Dim D7 LED, and main LED RGB small DIM )

I tried to follow this direction JTAG and SWD, there was no error when I followed the instruction, but it didn’t work to turn on the dead photon.

How to fix this ?
