Breathing blue or breathing cyan?
How did you configure the device, and have you claimed it to your account? Could you try logging out/in again, making sure you haven’t accidentally created two accounts (due to a typo or something)?

Blinking slowly in cyan. The Photon is not listed in the available WiFi networks. It use to show the name of Photon-******. I am logged in particle. It says Sucessfully completed login!

$particle serial identify: ‘! serial: Serial timed out’

Please be very accurate when describing the LED patterns, since they portray different states.

Is it just blinking cyan, or are there any other colors as well (red/orange)?

To see the network, or to be able to connect over Serial you need to be in Listening mode: blinking blue. Try holding the mode button for ~4 seconds to get there and give it another shot.

Same error message.

Could you try particle serial wifi?

WiFi reconnected using ‘particle serial wifi’ in Particle in terminal on the Apple iMac OS Sierra version 10.12.2.

Signed into Particle app on Nexus 7 tablet. After pressing the ‘+’ symbol on the Particle app no device is listed.

Photon-**** is listed in WiFi nearby networks on the Apple iMac computer.

iMac computer is connected via WiFi.
Photon not listed in AT&T U-verse in Home Network Device Lists.

MAC filtering disabled in AT&T U-Verse WiFi settings.

Could it be the Photon is registered to the first email account? How can I register the Photon with a new email address?

Photon-***** is listed in nearby WiFi networks in Nexus 7 tablet.

Photon flashing blue.

If the wifi config was successful try issuing particle device add [ID] to claim it to your account, while the device is online.

The following prompt.

? That device belongs to someone else. Would you like to request a
transfer? Yes
Failed to claim device, server said: Device has already pending transfers

Then it’s most likely claimed to that “previous account”. If you still have access to that account, you can ‘release’ it from there. Otherwise, using the app would be the only solution to ‘overrule’ that claim, short of asking Particle to release it.
