Flash button for OTA OS update through IDE is disabled

I tried to follow the instructions here regarding updating the device OS. It is telling me to choose the target OS and then click the flash icon, but the flash icon is disabled. What am I missing? Is there another flash icon?

Have you got an active project you can compile and flash?
Without a project (new or existing) there isn’t anything to build/flash.

Thanks! I was under the (clearly wrong) impression that it was possible to update the device OS without having to upload a different project. I am not very well acquainted with the inner workings of the Photon.

You can update the device OS without necessarily updating the application but not via Web IDE.
You could do it via USB and particle update -v
