Device registered to another user

Hi, my device was registered to another user for a university project, and I can no longer contact them to unclaim it. Can this device be released from the claim? Device ID is e00fce682477b3ca4917b38d. I believe this device was registered to a “product” but it was on the free plan for Particle.

I released the device and you should be able to set it up a a new device now.
