Programmer shield PCB

I checked the programmer shield board and it looks like it has allot of holes for header mounting for the core. Why does it have 6 rows? Am I wrong?

The Core is mounted on the the center rows, while the extra holes are provided if somebody wanted to stack the programmer shield onto their circuit or test bed. They also allow one to access the I/O pins if they wanted to do some debugging.
