Problem connecting new electron to cloud

I have 1 new electron out of 4 that will not connect to the particle cloud, it is connected to internet.
It blinks rapid cyan and 1 or 2 red blinks every now and then.

I have tried particle doctor and particle keys doctor to no avail.

Particle identify returns “Your device id is undefined Your system firmware version is undefined”.

I used the same method to set it up as the others, stick the sim, antenna and battery in and go through the setup at setup.particle.io.

It could be a hardware problem, software problem, or a configuration problem. Submit a ticket at the support portal with IMEI (printed on the white module on top of your Electron) and the ICCID of your SIM card since you can’t get the device ID now, and we can figure out which it is.
