Photon on WIFI shows offline in mobile app and particle IO but breathing cyan and IFTTT funcions are working

Hi there,
We have few photons on our network and all are working fine. Since a week one of the photons has been showing offline on both mobile app and build.particle.io.
Has anyone had this issue? Can anyone point to how to solve this? I looked at several posts like this in the past but they were couple years ago and many users had this issue.
Update (10/07/18): We have been seeing multiple photons behaving this way. Is this a known issue? Not seeing any love for this question. Can Particle technical team provide more insight?

You should submit a support ticket with the device IDs that are affected so the cloud logs can be checked to see if there’s anything unusual.
