Ledger data ops precisions

Hey,

I'd like to ask few questions around Ledger.
From the docs we have three types:

while on the pricing page we observe:

Questions:

• Does the act of synchronizing a cloud to device Ledger incur in one data operation?
• When does it count, when the value in the cloud changes and then synchronized?
• Let's say the Ledger does not change, but the device resets (I've seen syncs happening at reset time). Does it count as a sync, hence a new data op even the value is the same?

Device ledger synchronization (cloud to device or device to cloud) does not count as any data operations at this time.
