I can't setup particle photon

Yesterday I try to setup particle photon but I got error.Is there anyone who can help with this?

What version of Windows are you using? For me, I found that downloading and installing a complete installer package gave me the best CLI experience. See:

In addition to @kolban’s hint you can always avoid “wizardry” and do things ol’ school.

Place you device in Listening/Setup Mode and use

particle identify
particle serial wifi
particle device add <yourDeviceIDYouObtainedWithTheFirstCommand>
