Configuring a Boron 2G/3G in one country, ship the product to another country

Im working on a product, it is developed and produced in México.
We migrated from Photon to Boron, due to wifi issues with our customers.

My question is:

Can I configure and activate the sim while creating the product on México so the customer doesn´t configure the product/activate the SIM on Argentina?
