Hi,
I did a factory reset on my photon and now its stuck in a steady white light. I saw a few fixes for this (eg. AVOID factory reset - What to do with unexpected LED behavior on a Photon).
How do I reset DCT area to fix this issue?

Are you sure you can’t put the Photon into DFU mode?
How exactly did you perform the factory reset on a Photon? (There shouldn’t be one…)
DFU mode with particle update and particle flash --usb tinker should solve most issues.
particle doctor is also a good candidate.
Im not able to, it blinks yellow for a few seconds then switches back to steady white light.
