References to any library gives a file not found error. For example, ‘application.h’ or ‘Particle.h’ shows file not found.
Is there a path setting or configuration setting I can set?
I tried unloading the extensions and re-installing to no avail. It works fine on another box.
Any suggestions appreciated.
Have you created a project via Ctrl+Shift+P Particle: Create New Project?
This should set the correct toolchain which then knows all these files.
Yes, I have. Set the project, configured for device. I tried adding folder to workspace. Unloaded the extensions and reloaded.
It works on my other machine. Something seems to be messed up on this one.

regarding how to report a bug, the step: Does your issue occur when all extensions are disabled? (Launch with code --disable-extensions to check.)
How can I test the particle extension with extensions disabled? What am I missing?
Step to reproduce:
Up until today this is where I stopped. Workbench is reporting problems and I’ve got the squigglies.
Today I went ahead and compiled again and flashed to a Xenon and I got a blinking led. So it appears to be more a problem with Workbench or VSCode misreporting problems.
Any thoughts on how to resolve? I don’t see that on my other boxes.

That is not unknown - IntelliSense sometimes gets a bit superstitious 
but the compiler is usually less thin-skinned.
It still seems like it just couldn’t find the include file in the ide. All the errors were for references in the application.h file.
I got it resolved now. I wound up uninstalling particle workbench and particle and even VS Code - and all the folders I could find that related to them - iteratively - then reinstalled everything. Pretty drastic measures - lost all my other extensions - but at least it’s working now. Fortunately extensions install pretty easy in VS Code.
I wish we could have tracked down the cause though.
