Can I use this 3.7V, 6600 mAH battery with an Electron?
I guess what I am trying to understand is if the Electron has the ability to draw power from this, technically 3 cell, battery? Will the fuel gauge indicate the total capacity of this battery or just one of it’s cells?

Yes, that will work just fine.
All 3 cells are in parallel and will balance equally into each other.
The fuel gauge is based on the battery voltage only.

The Adafruit 3.7V LiPo batteries are all compatible, and even have the same JST-PH battery connector with the correct polarity, so you can just plug them in and they’ll work.
