Local Cloud Tutorial?

Help me to create a local cloud. I’ve spent almost 8hrs trying to figure out how to create one. I can’t understand the threads that I’ve read. Please help.

Sorry man. I'm just lost. Read a lot of random threads and tutorials and still nothing.
What I'm trying to do is control the photon through a local web server.
Like this one, but locally.
