GoogleMapApi and Device Locator 403 error-Electron

I am getting DeviceLocator data but hook was never called. error status 403 from www.googleapis.com. Is there anything I need to set in Google API console. My API and APP restriction are set to none.

I already followed that tutorial.

403 is a forbidden error. Make sure you’ve enabled billing on your Google account. Even in the free tier you need to have billing enabled or all requests will fail now.
