Factory Reset not working on Boron

I am working with Boron 4.2.0 Device OS and am having no success after a factory reset.

I underwent the directions to factory reset the device but am still unable to flash to the device. Periodically there are 10 blue flashes that I am not sure how to interpret.

What should I do next?

Use Device Restore USB.

Factory reset doesn't really do anything on the Boron, Argon, and B SoM because there's no factory user firmware installed in the factory reset slot at the factory. And factory reset never restores Device OS to factory settings, so it's basically a misnomer.
