@DrMickeyLauer, SoftAP on the Gen2 Photon was never developed beyond its limited capability for setting up the device. So the short answer is no, there is no capability like what you are looking for supported (or planned) for the Photon. Your only other choice would be a small (12v powered) WiFi router that the Photon and a phone can connect to. In this scenario, the Photon could host some (simple) web pages via available libraries.
