Can not deactive a SIM

Hi,
I am a paying customer for well over a year. Things worked OK so far, but now one of our units failed in the field - stuck in the loop sending messages every 2 seconds and I can not deactivate the associated SIM!
I have done that in the past on a handful of occasions and it would always work within seconds. Now it is stuck in "Updating" and the messages keep coming in...

The request is still in progress at the carrier; it normally occurs quickly but can take longer.

Thank you, I had to make revisions in the code and flashed new firmware to cap the hourly message limit... An unfortunate hassle...

This appears to be an unusual backlog, but the changes are going through slowly and yours will eventually complete. Sorry for the inconvenience.

Well, apparently it is not just deactivation. I have tried activating 4 SIMS which have become deactivated for no reason, and it is the same story...
This is stranger still since the SIMS in questions have not been intentionally deactivated - the units have been activated, programmed and waiting to be deployed. SOP on our side, but the SIM status switched to "Deactivated" at some point. Not sure exactly when since these units have not been actively used.

The backlog will also affect activation.
