Boron stuck in rapid cyan blink

After going over on my data limit and un-pausing the SIM card, I cannot get the Boron to connect to the particle cloud. It is stuck in rapid blinking cyan mode.

I have tried to reset the device firmware, factory reset the device, and even unclaimed the device. Now I’m trying to reclaim the device, but it keeps failing because it is not connected to the particle cloud. Any ideas?

I don't have much experience with Boron but if what I read in this thread:

What ScruffR said about the SIM is true. It’s soldered on the board on the Boron. And, no, you can’t claim any Particle device unless it has cloud access. There’s a cryptographic handshake that’s required over the air, and it can’t be done offline. You can use a Boron connected by USB only mode, programming by USB and running it with cellular disabled, SYSTEM_MODE(MANUAL), however.

is indeed correct, it seems you will have to submit a support ticket. I suppose you have tried particle flash --serial tinker via CLI as it seems to solve many problems
