Why can't (or is there a way) to boot and run code when wifi is not available

Is there a reason why the code on a spark core code cannot continue to run on startup if a wifi connection cannot be established? I know some features rely on it (cloud functions) but some do not. If I wanted a device that could run certain code even without wifi how would that be possible?
