What is the difference between +3V3 and 3V3?

I am looking at the Eagle schematic for the B Series SOM Evaluation Board and there is a +3V3 and a 3V3 signal. I am guessing that its two versions of a 3.3V output but what is the reasoning behind this? Which would I use for 3.3V ICs if I redesign the board?

+3V3 is always powered if VCC is powered.

3V3 is on the other side of J31, so if you remove the jumper it’s no longer powered. This is connected to the 3V3 pins on the M.2 SoM connector.
