I guess then your device is not running the SoftAP firmware.
Hello is the default response of standard Listening Mode.
Tinker code is not required.

@RWB, I assume you claimed the Photon first! I added Tinker as the user app simply because it is familiar to everyone. It could be a dumb blink app also, just to show the app is running. The SoftAP runs when the Photon is in LISTENING mode and the easiest way to test it is to wipe all wifi creds forcing it in that mode. If you are not getting the SoftAP webpage then the app didn't flash correctly.
I got it working using the example in the particle docs that Scruff linked to along with Peekay123âs

I just added the blink sketch to keep things simple. With Pauls code the blink sketch would not run but using the SoftAP code in the docs it ran and worked just fine. Not sure why just yet.

Since Iâve focused on friends and family projects, this capability has been game-changing for me.
I havenât gone after modifying the HTML, but looking at it it seems kind-of trivial.

@BulldogLowell Iâve use HTML editors in the past with ease, so if itâs anything like editing a web page template, then it should be pretty easy to customize.
If youâre going to take a stab at it soon, then Iâll just wait and see what you find out before wasting time attempting to do it myself right now considering I have tons of other work to accomplish. Let me know.

I think Pauls SoftAP code was actually working just fine when I tried it but there is an issue with iOS10 now not working with SoftAP which I was actually using on an iPad when testing Pauls code.
When I loaded the SoftAP code from the Particle docs that Scruff linked to and then tried opening the 192.168.0.1 address on my laptop and it worked just fine, and same on my Android phone.
So it looks like even the SoftAP code in the docs will not work on iOS 10 devices until it fixed by @ido

@RWB, I've already tried to pull @ido's attention to that iOS problem, but haven't heard back of him yet (or anybody else). It's not really anything to do with Particle, so @ido might not be able to fix it, it seems to be an iOS thing, which we just need to understand to be able to work around IMHO, but I don't use any Apple devices, so I'll not be of any help there.
One member suggested that setting a static IP (e.g. 192.168.0.2) on the mobile devices does help, but that's no good for ease of use either.
About modifying the web page, yes that's quite possible.
Easy changes like colors, fonts and stuff can easily be done in the CSS portion.
I've taken all the hardcoded variables out into files, placed them in the relative locations in a folder and edited the page.
Having an SD card with your Photon to store the files on will even allow for adding images which won't need to be BMP since the rendering will be done in the target browser. The Photon only needs to hand out the file, so keep them small 
If @BulldogLowell is taking that on, having SD card support added would be a big bonus 
Having made a few of @peekay123 's RGB Pixel Clock using his nice board with an SPI microSD socket, it would have been a lot easier to distribute them to my nephews with the softAP built in. That board though⌠something like it should be on @IOTrav 's Control Everything offering. 
I would love to be able to cost-effectively add a whole lot more web-i-ness to my projects, in the form of good looking HTML front ends (not to impugn the beauty of the current softAP front end, I like it).
Iâm working on making some improvements to the Quartz Crystal Night Lights for family the holidays. I have already used softAP and it is a terrific solution⌠so far, 100% success on remote friends/family adding to their networks.
Iâm presently working on developing a few projects; one of which I just finished and will be posting soon. It was mainly using using the WebServer.h so I I had a lot of so-called âfunâ trying to write HTML embedded in C++. It was more of a lesson on how not to develop HTML/JavaScript/CSS in embedded C++. Long story short, build your micro-web pages using a great editor, get it all looking and feeling great, then C-ify it. 
Debugging HTML is (even) more difficult having to escape complex string concatenations.

Isnât web development on the Photon a blast EhâŚIâve definitely been down that road.
We are always WIDE OPEN to new product ideas. I had thought about an SD card reader in the past in passing but never really thought too much about it.
How would the SD card reader connect? SPI? It would be awesome if it could mount over I2C since then it could connect to any of our existing Particle interface products(They all have I2C expansion ports). Not sure if that is possible or not though, I would have to dig a bit deeper. SPI is about the only way I can see it working properly. Open to thoughts on that.
If we go SPI then how would you like to see the product developed? We could do an overlay shield similar to the Key Fob overlay here:
In this way it just mounts over the top of the Photon or Electron and would work with pretty much any product we currently manufacture.
Alternatively we could mound an SD card slot on the PESCREW here:
We need to make a new version of the PESCREW which has a built in voltage regulator so you can power it from a 3-32 VDC power supply source like we did on the PPSCREW here:
So while we are making that revision we could through on an SD card slot since there would be room on that board.
I am open to feedback on which solution would be ideal for the community.

My project does have a SD card attached so itâs good to know I can use simple JPG image files within the SOFTAP webpage that the Photon serves up.
Do you have any examples on how to make the SOFT AP pull JPG images from the SD card?

If you still get the hello response, youâve most likely not successfully flashed the SoftAP app to the device.
How did you build and upload?
via the web IDE. It seemed to do all the right things.
I first set up using the particle app, got it connected to my wifi. Copy/pasted the example. verified. then flashed to the device. Iâll have another go.
