Tutorial: Local Cloud on Windows [25 July 2014]

The SIM card used has nothing to do with the Particle cloud.
You can use whatever SIM you want (as long you've set it up correctly in your firmware), but you need to go via Particle cloud in order to use any of the Particle.xxxxx() functions.
When not intending to use any of these, you won't need the Particle cloud at all, but then you'd have to do raw UDP/TCP communication and data encryption yourself.
From the Particle cloud you can forward your data wherever you want (including Google cloud services).
Regarding Local Cloud, how would you make your Electron which is hooked up to a cellular operator's network and not your LAN find your Local Cloud - and even more, what would be the benefit?
For WiFi devices the benefit is clear, you won't need internet connection and can connect to an isolated WiFi AP even deep down under a mountain where no other connection is available, but for a cellular device that's not going to work (that easy).
