You can update the CLI to the beta 17 to remove the upgrade message with 1.18.0. As a bonus this beta also supports compiling for the Pi (particle compile pi)
npm install -g https://github.com/spark/particle-cli/releases/download/v1.19.0-libraries.17/particle-cli-1.19.0-libraries.17.tgz
