The Cloud API documentation says that Spark.function is limited to 4 functions.

Currently the application supports the creation of up to 4 different cloud functions.

Is this the same case in Local Cloud (particle-server) or is this settable?

The limitation is in firmware, not in the cloud. E.g. on the photon you can create more than 4 functions.
