Any chance you can share your code (e.g. via PM and Web IDE SHARE THIS REVISION) and sanitised Webhook definition?

And just to be sure, the device is claimed to an account, correct? Unclaimed devices cannot subscribe to any events. Unclaimed product devices can send events and trigger product webhooks, but cannot receive a response.
