I have multiple times seen the following message during connection (Particle.connect) - can anybody explain what circumstances typically leads to this?

This is normal behavior if the device has been power cycled, or it previously failed to connect and the persistent state was cleared (in case it was corrupted):

What were the messages before this?

What country? It looks like the device was able to connect to a tower but did not have IP connectivity so it failed to perform DNS, which is one of the first things to does once the PDP session (cellular data) opens.

It may be helpful if you enable LOG_LEVEL_TRACE.

After a while, the watchdog triggers, but boots up and returns to this mode.

Only a powercycle fixes the problem it seems (i.e. disconnect battery)

Which watchdog is triggering, and how long does it wait? You should make sure you wait at least 10 minutes if not every time, some of the time. The reason is that the SIM card will not immediately attempt an IMSI switch, so if you reset the device or modem too soon it will never switch and possibly never succeed.

I believe it's 5 minutes and the hardware watchdog timer. I'll try expanding it to min. 10 minutes!
