Event Publishing Rate-Limitation: Does it apply to spark server?

I know that you are rate limited to publishing 1 event per second, but I wondered if the Spark Server (https://github.com/spark/spark-server/) has the same rate limitation? If I set up my own spark server could I publish events faster?
