It seems like there are a lot of improvements on OS 3.0 in regards to the BLE API. If I update a Boron to run on 3.0, would it still be able to communicate over BLE w/ a Xenon running 1.5.0 ?
Yes, a Boron can still communicate with a Xenon by BLE.
The Xenon cannot use a Boron running 2.x or later as a mesh gateway, but BLE-only will work.
