Account says 2fa is enabled when it wasn't

I tried to log in on a new device today, and it’s forcing me to go through the 2-factor auth stage, but I never enabled 2fa on my account so I don’t have a code to enter. On the device I’m still logged in on, if I go to account info, it shows 2fa being enabled, but doesn’t give me any option to add a phone to generate the codes with. How can I log in to my account?
