I’ve used the SoftAP example as-is and it compiles and flashes fine. I put the Photon in listening mode and connect to the WiFi. I get given the IP 192.168.0.2 and I can ping the gateway 192.168.0.1.
But I can’t connect via HTTP. I just get connection timed out.

What browser? Try a non-MS one.
Can you try http://192.168.0.1/index?
I’ve tried with my phone using chrome and with my laptop using chrome.
Just out of interest I updated the code to change the SSID prefix and it has worked, so that’s not the issue. I also flashed tinker, but I’m not sure if there’s any kind of default HTTP service in listening mode, but that didn’t work either.
I’ve tried /index? but no joy
I’ve done a port scan from 1-1000 and nothing is open.
The question mark wasn't meant to be part of it.
HTTP would require 8000 to be open tho'
I tried both with and without the ? as it happens, HTTP is port 80.
Any other ideas 
BTW: If I connect to port 80 I get a timeout, if I try any other port e.g. 8080 or 8000 I get a connection refusal.
It’s like port 80 is open but there’s no HTTP server running to respond.

Very strange then - no clue what might be wrong then, but you can add some Serial.print() statements to the page handler function.

Are you in a university or corporate setting that locks down their network very tightly? Some enterprise WIFI routers try to actively suppress “rogue WIFI” connections by looking for things like the Photon in Soft AP mode and then pretending to be that same SSID. The symptom in the past has been that people can connect exactly once but not a second time (since the enterprise WIFI routers takes over that SSID).
Not sure how to “share this revision” but here’s the code. I get no serial output other than “LED on” from the main loop. So looks like the myPage handler never fires. I’m not sure if the “setup softAP” would ever get received as I can’t enable the serial monitor fast enough after a reset.

I hate to have to say this, but it’s now working and I have changed literally nothing. I haven’t even reflashed the code. I just spent 20mins searching for answers and hit refresh on the already open page in my browser.
BTW I have 2 photons here and neither of them were working. One has just started working so I’m going to have a play around and see what I can figure out.
I just feel like this is “another one of those issues” by which I mean strange things happen that no-one ever seems to be able to pinpoint. I’ve made a post about this in the past. I’m a software engineer and I dabble in hardware development. I’m more of a hacker/maker and I’ve been with Particle since I preordered one of the 1st batch of Spark Cores.
My experience has always been, the platform/device is “a bit flakey”, So much so whenever I develop something new I always start off on an Arduino, then port to Particle. Why? Because all the different Arduinos I’ve used don’t have random issues that come and go.
It’s a bit long to get into now, but in the past I’ve used Cores, Photons and Electrons. I’ve used the web IDE, CLI and desktop IDE. Flashed via cloud and USB. I’ve found with different devices and projects that after a few hours of solid coding/reflashing the photons just stop working properly - in different ways. Then I swap to a new one and the problems go away. I’ve had 3 electrons in a row that support have said were faulty and replaced and they all had different intermittent issues.
The end result is I can’t develop a serious product using Photon and I REALLY WANT TO!
In the past I’ve got as far as designing and getting custom PCBs made and enclosures 3D printed. But due to constant issues I abandoned the project. I’m now picking Particle back up again after months to try and start a new project which I want to launch on Kickstarter for a summer delivery and it’s just the same story all over again as soon as I start work.
I’m genuinely gutted because Particle is great for tinkering, but when it comes to serious work it’s just not happening and I’d love to get this product off the ground.

Ah does that setting persist on the device? Where's the best place to put that code, so that it only executes once? Is there a System.get I can use to check it first? (I just copied the code from an example listed on here)

Unfortunately there is no System.get() although it was proposed several times (by me too).
I've no clue how this could happen. The device right next to me keeps blinking and responding for quite a while now.
But with all my devices (and I have a few) I only ever had one device with poor WiFi reception but that was consistently bad.
Playing around with it now, it just comes and goes. If I keep trying sometimes the page will load, sometimes I will get to the next step. I’ve not managed to successfully configure one of them yet though.
I have 2 photons here, but maybe I’ll order a couple more and try those.
I just don’t understand why I always get these random issues.

I don’t think Particle devices are flaky compared to other embedded hosts, but they can be more difficult to debug due to the constraints of the platform. Just my experienced $0.02.
Two more things I think you should look at:
Photon power supply: Make absolutely sure you have a good power supply for the Photon. Don’t use some no-name brand wall wart–get the good stuff.
WiFi channel congestion: Sitting at my desk I can “see” around 17 WiFi access points using many different channels. It is a very challenging RF environment for a little Photon AP to manage. Try moving the brower device very close to the Photon or even better try moving the entire experiment to a less challenging environment.
UPDATE: The softAP seems to be working fairly reliably now (in some ays) despite changing nothing, but I’ve currently got 2 issues.

Aside from the issue above, running the setup directly from the photon: It works in Chrome but then doesn’t work in FF on the same machine. Then retried in Chrome, works. I’ve tried several different times but it just will not load in FF at all, but will happily load in Chrome all day long.
Any suggestions? There must be something at play here we’re missing.
what do you mean another domain?
This is a software access point, it is not attached to your LAN.
Once you connect it to your LAN, it will have an IP address granted by your router.
Can you clarify?
