A bit late to this one but;

In the USA (not sure about other countries) even though 2.4 ish GHz is an ‘unlicensed’ band, that only means that you can transmit it without first getting approval from the government or local regulatory body.

There are still limitations on how you can transmit that signal, but it is not measured in antenna dBi, because even though you may have a dBi of 1000, that doesn’t mean that you’re transmitting at a power high enough to use that antenna to its fullest extent.
