It’s there a way to listen in or record the keep alive signal from the cellular devices to know the last time they checked in? This would be useful to know. Right now it’s difficult to know when cellular devices are actually online without trying to ping them with a function.

That information is not currently stored anywhere on the cloud side, so no, not at this time.
In the future we may try to make the device online indicator more accurate for UDP devices (cellular and also Gen 3 mesh devices). Keeping track of the time of the last data transmission (ping, publish, etc.) would be part of that.
