I am running a Electron E-Series board with a Li-Ion battery pack and a solar panel to charge. For some reason the Particle Console is reporting “charged” at 67%. I see similar charged flags from the PMIC status despite the VCell being 3.8V instead of 4.2. What is causing this discrepancy?

Just curious how is the current and voltage from panel during a clean sun and how the panel parm. are affected by clouds ?
Here are the specs, its been a while since i checked cloudy readings but that shouldnt affect the PMIC status or the VCell reading should it?
