You can have it on your local computer and access it via a file:///path/to/file/name.html URL, or you can do like I do and put the file on a service like Dropbox so that I can access it from any computer or phone or iPad that I use Dropbox on.

I'd say he means to put the html file containing the page (including the access token) on your dropbox and then you can open that html from there, wherever you are and on whichever machine.
