Incomplete pre-order shipment

I’ve ordered several items during the pre-order phase and recently received an email that my order was shipped. Today the package arrives but only one out of the three items was in the package. I would have expected the shipment would have included everything list on the packing list. I have reached out to particle for an explanation to understand why they would only ship a partial order. I want to know if anyone else had a similar experience. It appears particle is having some technical difficulties with full filling pre-orders.
