You were talking about an Electron but in your screenshot you seem to be flashing the system for a Photon or a Core - no wonder you get an error.
You need to flash the correct version for the correct hardware as well!
The Electron system firmware even consists of three parts.
And if you used --usb you’d get better error output than with --serial
