The ZIP that includes drivers for the Electron, which includes “electron.inf”, seems to be for a product ID of PID_C00A, as in VID_2B04&PID_C00A. My Electron has a PID of PID_D00A. Seems like something changed - so Windows 7 won’t use this driver package for the Electron.
I used Zadig to get the DFU driver working…

I think it depends whether you are in Serial or DFU mode.
Zadig installs the DFU driver while the zipped drivers are for serial (COM) port. 
Aha - The Electron in serial port mode has a PID of PID_C00A.
