Can the Argon be put into promiscuous mode so it can passively monitor RF? This is something the ESP8266 does well, and I’m wondering if Particle will support it, too.

No, that is not a feature of the Argon. If you need to do promiscuous packet monitoring you’re better of using an ESP8266 or ESP32 directly.
